GENERAL RULE'S ALL CLASSES
 
PREFACE

A. Mandatory Rules, Permissive Rules, and Explanatory Material.

1) Mandatory Rules. Mandatory rules of this rulebook are those that identify actions that are specifically required or prohibited and are characterized by the use of the terms shall or shall not.
2) Permissive Rules. Permissive rules of this rule book are those that identify actions that are allowed but not required, are normally used to describe options or alternative methods, and are characterized by the use of the terms shall be permitted or shall not be required.
3) Explanatory Material. Explanatory material, such as references to other standards, references to related sections of this rulebook, or information related to a rule, is included in this book in the form of fine print notes (FPNs). Fine print notes are informational only and are not enforceable as requirements of this rulebook.

 


GENERAL RULES FOR ALL CLASSES

1. INTRODUCTION

A. PURPOSE

1) The rules and regulations set forth here apply to Mission Valley Speedway and are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the conduct of all Speedway events. By participating in these events, all membership holders are deemed to have complied with these rules.

B. INDEMNIFICATION

1) NO EXPRESS OR IMPLIED WARRANTY OR SAFETY SHALL RESULT FROM PUBLICATIONS OF OR COMPLIANCE WITH THESE RULES AND/OR REGULATIONS. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to participants, spectators or others. All participants are expected to know the rules and any claimed ignorance of the rules will not be accepted or tolerated as an excuse. Each participant agrees to abide by these rules and to accept the decision and direction of Speedway officials in the enforcement of these rules.
2) MVS reserves the right to alter or amend the rules and regulations in the interest of safety, cost control, and/or fair competition. It is the responsibility of each competitor to read and understand the contents of this rulebook. If there is a disagreement or dispute regarding the meaning or application of these rules, the decision of the Head Technical Inspector shall prevail.
3) No pretense is made for having designed a foolproof set of rules and regulations. The spirit and intent of the rules is the standard by which MVS racing events will be governed. MVS officials are authorized to decide if an equipment change or modification by a team is an attempt to circumvent these rules. MVS officials can and will disqualify a racecar in violation of the spirit and intent of these rules. If this rulebook does not specifically state that you CAN alter, change, or otherwise modify something on your car, you should consider it a violation of these rules to do so. Illegal components may be confiscated and become property of MVS. No part is deemed to have been approved by MVS by passing through prior technical inspections.
4) All participants, guests and crewmembers fully understand that racing is inherently dangerous and that they are exposed to risks of death or serious bodily injury. The participants, guests and crewmembers voluntarily assume these risks.
5) Rules pertain to all classes.
6) All rules subject to change.

C. DRIVER RESPONSIBILITY

1) It is the responsibility of the driver of the car to see that his/her car completely satisfies the rules, including but not limited to all safety rules. The driver of each car represents to the promoter and all others that his/her car has satisfied all applicable rules, including but not limited to safety rules, whenever such driver participates in warm-up, practice or competitive laps.
2) Drivers are completely responsible for their pit crews, team members, and any action of their team, before, during and after races.
3) All oil and gear lube shall be dumped in marked container by tire shed.

4) Old tires shall be taken by owner.

D. SPECIAL RULES

1) Racing grows steadily and with growth, new situations arise, therefore rules must be adapted or revised periodically. Special rules may be made by the Mission Valley Speedway Official in charge of the event for a certain area, track or race meet due to extraordinary conditions, and must be made known to all competitors before race meet or event by means of a bulletin, newsletter, internet web site posting, fax, entry blanks or pre‑race meetings.
2) Special rules issued from Mission Valley Speedway will be considered as official amendments or revisions to the rules, regulations and specifications.
3)  Rules are available from the Tech Inspector or on the Internet at: www.missionvalleyspeedway.com.
a) For situations that are unanticipated and not having a specific rule addressing it, a decision will be made by a majority of board members present at the event.

2. MEMBERSHIP

A. Members

1) Yearly Dues
a) Yearly MVAR Membership dues are thirty ($30) dollars per person.
b) Memberships purchased after May 1st will expire May 1st of the following year.
c) A one (1) race grace will be given to out of town race cars to comply with class rules and membership. It will be the Officials decision to allow the car to run or not. THIS DOES NOT APPLY TO ANY LOCAL RACECARS.
2) Car Number
a) $10 per year for car number per class.
3) PIT PADS
a) You must be a Member in good standing to own a pit pad.

            b)  Membership must be renewed each season or Pit Pad will revert back                        to MVAR.

4) Car Number
a) $10 per year for car number per class.

B. Honorary Members

1) Yearly MVAR Honorary Membership dues are twenty five ($25) dollars per person.
2) Non-voting

3. Class Representatives

A. Class Representatives shall be appointed by the owners or drivers of the class (one vote per car) at the pit meeting before the first race of the year.

4. PIT REGISTRATION

A. Credentials:

1) Every person must register at the pit gate office
2) Every person must sign a consent, release of liability and indemnity agreement prior entering the pit area. No person may sign for another individual.
3) All pit entrants must obtain a wristband that must be worn at all times. Upon request, all pit entrants must show their wristband.
4) All pit entrants are subject to Mission Valley Auto Racers rules and regulations when on the racing premises.
5) Any member of the MVAR must be at least 14 years of age. To be allowed in the pits during racing events you must be at least 14 years of age and have a parent or guardian with you. (Exception of Bandalero Drivers)

B. Drivers:

1)  All drivers shall show a valid drivers license.

            2)  All Drivers must show their membership card upon request.

5. ELIGIBILITY

1) All drivers shall have a valid drivers license.
2) In order to drive, a member should be 18 years of age.
3) Drivers under the age of 18 must meet board approval prior to racing.
4) Members’ age 15 to 17 that wish to drive will be evaluated by the board on a case by case basis and must show proof of valid drivers license. (Except Bandalero Drivers)
5) If under 18 they must also have parent or legal guardian in the pits with them in order to drive in any race.
6) A responsibility release will be signed by parent or legal guardian upon entering the pit area for all underage members. Said parent or legal guardian must be present in the pits with members 14 to 17 years of age during all racing events due to insurance liabilities.
7) All drivers over fifty-five years of age or any driver having apparent physical impairment must have a signed release from a physician stating that they are in good physical condition.
8) All officials must be a member of this association.
9) All drivers shall be a member of the MVAR to compete in racing events unless otherwise approved by the MVAR Board of Directors.

            10)  Any Driver that wishes to race a car that has been raced during the       current year and received points during the season must be a member          even if it is their first time racing the car.

6. PIT AREA

A. GENERAL

1) All drivers and pit personnel in the pit area will be in pants and shirt, coveralls or drivers suite at all times. Whites are recommended. No shorts allowed. Officials are requested to wear white pants.
2) Drivers are required to wear fire suits, (see safety rules).
3) The track will not be crossed during competition under any condition without permission of officials.
4) Speed limit in pit area is 5 mph. Drivers subject to fines if this rule is not adhered to.
5) Everyone should always be aware in the pit area.
6) No pit boards.
7) No animals.
8) No weapons.
9) No person may be inside the pit area when pits are closed without permission
10) No one is allowed to work under a vehicle without safety jack-stands in place.
11) Pit area must be kept clean. Participants must clean up any debris and trash from the pit area before leaving. All personal property brought to the speedway by a team MUST be removed with them when they leave. Please help keep Mission Valley Speedway beautiful, oil & gear lube shall be dumped in marked container by the tire shed.

            12) All oil will be cleaned up from your pit pads after racing. If you leave oil          on your pads you will be fined $25.00 for your first offence. Second offence   will be a $50.00 fine and possible suspension.

B. ENTRY

1) Pit entry fees are required of all drivers, pitmen and anyone else in the pits.
2) No persons allowed in the pits without a wristband.
3) No pit fees will be refunded.
a) If for some reason a car is unable to race, and did not time in, the driver can leave names with pit gate personnel so that their entry fee will be carried over to the next time they race. This only applies if said person and car leave the pits for the night. If they choose to remain in the pits for the remainder of the night, money is not carried over to next race date.
4) Pit gate will be closed at 7:00 pm. 

C. RE-ENTRY

1) Every person shall show wristband upon request to any security guard or Track Official.
2) Any person who has consumed alcohol or illegal drugs may NOT re-enter the pit area.

D. DRIVER RESPONSIBILITY

1) Drivers shall be fully responsible for their team and crewmembers. Professional attitude must be maintained at all times by drivers, team members, and crewmembers.

E. PIT PARKING SPACES

1) General:
a) No nonessential vehicles allowed in pits during the races.
2) Purchased Pit Spaces:
a) Pit space may be purchased.
b) Pit space shall be marked with class and car number.
c) Marked pit spaces are reserved for the owner who is either practicing or racing that day. 

F. REMOVAL OF VEHICLE

1) Any car not removed from the MVAR pits will be subject to being towed at car owner’s expense.

7. CONDUCT OF PARTICIPANTS

A. CEREMONIES

1) When the national anthem is played, all drivers, pitmen and officials in the pit area are to line up on turn three and remain at attention during the song. It will be before the first trophy dash. Flag will remain flying from flagstaff during entire event.
2) Anyone not complying with rule 1 will be barred from the pits for the remainder of the event. Third violation will result in suspension from MVAR.
3) No cars shall be permitted to hot lap between events or during intermissions, without Pit Stewardıs permission.
4) No engines may be running while pit meeting is being conducted or National Anthem is being played.
5) Drivers shall not exceed 5 mph during Kids Rides and shall exercise extreme caution.

B. CONDITION OF PARTICIPANT

1) NO ONE who has been drinking alcoholic beverages will be allowed in the pits during races.
2) If any driver on the day of the race, gives evidence of exhaustion from drink or otherwise, he shall be excluded from competition by officers, pit stewards or flagman.
3) ABSOLUTELY NO DRINKING of any alcoholic beverage in the pits or pit stands before or during a race by anyone until the last checkered flag has dropped and the racing is over. ANYONE CAUGHT BREAKING THE RULE: FIRST OFFENSE WILL BE A TWO WEEK DRIVING SUSPENSION FOR CAR AND DRIVER; SECOND OFFENSE WILL BE SUSPENSION FOR CAR AND DRIVER FOR THE REMAINDER OF RACE SEASON.
4) SPEEDWAY POLICY REGARDING USE OF OR POSSESSION OF ILLEGAL DRUGS OR SUBSTANCES
a) ILLEGAL DRUGS, DEFINITION: Illegal drugs are those substances defined and prohibited by state and/or federal laws.
b) GENERAL PROHIBITION: Possession or use of illegal drugs or drug substances, as defined above, is prohibited in any form, by any participant at MVS, either on the Speedway grounds, or in any area considered to be used in the operation of the Speedway, such as parking lots or leased properties.
c) PARTICIPANT, DEFINITION: A participant is any person taking part in any event at MVS in any form, including, but not restricted to drivers, car owners, mechanics, crew members, sponsors, track officials or pit area observers. All such persons shall be considered public figures who have by their own choice become involved in auto racing events at MVS, with the full understanding that he or she must abide by the rules and regulations established and published or announced by MVS. All participants are considered to be responsible for their personal conduct.
d) VIOLATIONS AND PENALTIES: Any person found to be in possession of or under the influence of an illegal drug or drug substance on the Speedway property, as defined above, OR any person who is arrested by duly-constituted authorities and charged with possession and/or use of illegal drugs or drug substances, on speedway property SHALL BE SUBJECT TO THE FOLLOWING.
5) PENALTIES BY THE SPEEDWAY:
a) Suspension from competition and eviction from the Speedway property, and denial of further entry to the Speedway, for a period to be determined by Speedway officials.
b) APPEAL AND HEARING: Any participant suspended for violation of these rules may be granted an appeal hearing by a board of officials designated by MVS, provided the suspended participant requests such a hearing, in writing, within 14 calendar days of the date of suspension. It is the responsibility of the suspended party to make such a request if a hearing is desired.
c) REINSTATEMENT: A participant suspended for violation of these rules, EXCEPT IN THE CASE OF PERSONS CHARGED WITH SELLING DRUGS, may, as the result of a decision reached through the hearing process detailed above, be reinstated.
d) PRESCRIBED DRUGS: If a participant is using prescription drugs on the advice of a physician, such use must be reported to the Chief Pit Steward or Racing Director prior to the participantıs entry into any Speedway activities. Failure to so notify will subject participant to penalties as prescribed above.

C. BELLIGERENCE

1) Belligerence on the track not allowed.
2) MVS will not tolerate profanity, discourteous gestures or behavior deemed detrimental to the betterment of the sport in front of fans or race officials. The minimum fine is $25 per incident. Future incidents, will have penalties issued based on the severity of the incident including, but not limited to, fines, suspensions and probation. Any car owner, pitmen, or any person on the course who at any time or in any place shall use improper language toward any director or official or commits intentional rough driving on the track above and beyond that that is expected in this sport shall be subject to immediate removal from the pits. Any race official may call for this type of pit exit.

D. UN-SPORTSMAN LIKE CONDUCT

1) Any member or person on the course who at any time or in any place, shall strike or cause bodily harm to any member(s) shall be subject to immediate suspension.
2) Any driver who stops his/her car to argue a decision may be suspended for up to one year from the date of the infraction, depending on the severity of the incident.
3) Any member or person at the speedway, who at any time or place during a race day or club activity causes a scene or disturbance, may be subject to immediate suspension from MVAR or be fined or otherwise disciplined. Fans and/or crewmembers associated with a stock car will be held to the same standard outlined in this section on belligerence.
4) Fines and suspensions will be levied by the board of directors or officials.
5) Offensive and/or rude pictures, writing or stickers will not be allowed on any car racing at Mission Valley Speedway. If something of this nature is noted on your car, you will not be allowed to race until it is removed. MVS promotes friendly competition, with a family atmosphere, so this type of thing falls under the belligerence category of this rulebook.

8. CAR SPECIFICATIONS

A. GENERAL

1) All cars must be towed or hauled to and from the track. All cars being towed must use a tow bar. Any car being towed must have lights and a safety chain, and be licensed to conform to state laws. All other state highway laws will be observed.
2) A person bringing a car to the track as a demolition car, racecar, or any other purpose is responsible for the removal from the area of said vehicle whether or not it is sold.
3) All cars upon entering the pits must be ready to race and start under their own power without aid of external battery booster or push.
4) Radios shall not be allowed in any MVS class of cars. Exception: Super Stocks….see class rules.
5) Forward facing hood scoops shall not be allowed.
6) Air cleaner/filter mandatory on all cars.
7) Check all drain plugs, gas caps, drain hoses etc., before every race to minimize caution periods and to enable all of the drivers more track time for their events.
8) Windshields must be in good condition.

B. IDENTIFICATION AND MARKING

1) Car numbers must be bought by the third race of the season or else it is available to anyone else. $10.00 per car number per year.
2) MVAR car numbers will be from 0 through 98 in each class.
3)  When a car is checked in at the pit gate, the Number or owner cannot be changed during that days event.
4) Numbers shall be painted with contrasting colors on both doors and roof in a minimum of 18 in. high letters. (Exception – Formula Indy’s see your rules)
5) Car must also have number on windshield (4 inch minimum in size) to aid officials in lining up.
6) NO SPRAY CAN JOBS.
7) Out of town cars do not have to comply exactly, but numbers must be clearly legible. Legibility left to the discretion of Head Judge.

C. APPEARANCE

1) Competing cars should be kept neat appearing and painted.
2) Fenders should be rolled inward to reduce chance of cut tires and injury to fans in the pits after an event.
3) Torched wheel openings must be cleaned up of jagged edges.

D. TRANSPONDERS

1) $5 for AMB-electronic timing transponder clip and pin (every car in an MVS class must purchase and permanently attach a clip). Drivers will be told where on their class of car to position the clip.
2) Replacement clips for lost or damaged ones are also $5.
3) Transponders must be returned after the race event.
4) Drivers will be responsible for the loss or damage of assigned transponders.

E. IN CAR VIDEO EQUIPMENT

1) Use of in-car video recording equipment must be approved by MVS prior to use. Video equipment mounting must be approved by track officials.

9. SAFETY

A. GENERAL SAFETY

1) Competitors must report to an Official promptly any inadequacy or unsafe condition of the facilities, racecar, personnel, equipment, or condition of the track.
2) Participants in a race, time trial, or practice on MVS shall have at minimum a head board, seat belts and shoulder harnesses fastened and have helmet on and fastened at all times.
3) Good working brakes on all wheels required.
4) Throttle Linkage
a) Class approved throttle linkage. If not specifically approved by class rules, you may not use cable throttle linkage
b) Driver must be able to produce some force at carburetor to return a stuck throttle (toe hook) when strapped in.
c) Must have a double return spring at carburetor in addition to a "mouse trap" spring.
5) Wheel Studs
a) Minimum wheel stud diameter to be 1/2" for all cars unless class rules state otherwise.
b) Bomber right side must be 1/2". Suggested same on left side.
c) 5/8" suggested on Hobby and Super Stock.
d) Suggested 1” hex nuts on all cars.
6) Windshield
a) Windshield opening must have a minimum of 3 straps, running from cowl or dash to roof, to act as deflectors against loose body panels or wheels.

i. Minimum material I" x 1/8" flat strap.

ii. To be welded or thru-bolted. No pop rivets.

7) Care should be taken when mounting gauges and switches so not to create edges that could injure the driver in a crash.
a) Roll-bar padding suggested.
b) Suggest switches be mounted to left of steering column for access by emergency personnel.
8) Protection of racing surface
a) No synthetic crankcase lubricants, no antifreeze. $50.00 fine imposed if antifreeze is confirmed.

B. FIRE CONTROL:

1) Fire extinguisher required. The minimum for all competing cars shall be a charged 2 1/2 lb. fire extinguisher, ABC rated with gauge. Shall be mounted within driver’s reach and securely fastened, yet usable.
2) Approved fuel cells shall be in all cars. Cells shall be in a steel can. Check individual class rules for fuel cell size limits.
a) Fuel cell must be mounted so as not to shift in a crash, minimum 3 straps, 2 parallel and 1 at 90 degrees to them.
3) All cars must be constructed so driver is completely shielded from fuel cell with a minimum 20 gauge steel firewall. Rear wheel wells included.
4) All holes in the firewall and floorboard must be covered or sealed.

C. PROTECTIVE CLOTHING

1) Drivers’ uniform (fire suit) is defined as a one or two-piece suit of flame resistant material (Nomex, Proban etc.) as supplied by a safety equipment manufacturer (Racequip, Simpson, Hinchman etc.).
a) Approved single layer fire suits are the minimum for all drivers in all classes.
b) It is recommenced that single layer suits be backed up with Nomex underwear.
c) Care should be taken by the driver to avoid oils, greases or other contaminants that may compromise the effectiveness of the uniform. This is difficult but it is also for your safety.
d) 2-layer Nomex driver's gloves are recommended. Leather OK. No cotton, canvas or other flammable fabric. Gloves must be worn during all events and during practice sessions.
e) Shoes should have a leather upper. Low topped shoes should be accompanied by Nomex socks.

D. HELMETS, HEAD AND NECK RESTRAINT DEVICES

1) Approved helmets that have a Snell-M85 rating, minimum SA rating preferred. Sticker must be present.
2) Reinforced head support recommended on right side of seat.
3) Window nets must be fastened to roll cage. No pop rivets.
4) Neck support recommended. High-density foam covered w/durable Nomex/Proban cover.

E. SEAT BELTS

1) Safety belts and harness shall be mounted to the roll cage. Avoid attachment to floor pans without support from roll cage. Attachment to floor pans shall not be allowed.
a) 5-point design required; suggest minimum 3" lap / 2" shoulder with sub-strap.
b) Safety belts shall be single latch release or Cam-lock type.
c) Shoulder harness shall be supported at or near shoulder level.
2) Tech approved only.

F. SEATS

1) Approved racing (bucket type) seats are required in all classes.
a)  Seat shall be securely anchored to the roll cage at floor level and at seat back near shoulder level.
b) High back seats must be able to support the driver's head in the event of a rear impact. A fabricated headboard is required if seat is not tall enough.

G. TRANSMISSION AND CLUTCH SHIELDING

1) Scatter shield recommended, must be either 1/4" steel plate or tech approved belting. Belting inside over hump must have at least 6 3/8" bolts holding it down.

10. MEDICAL

1) Any member involved in an incident, or injured while on the racetrack premises, must notify track officials before leaving the premises. Crewmembers or other members may make notification when such person is unable to.
2) It is recommended drivers wear patches on their driving suit for any important medical alert.
3) Members must allow emergency response personnel or track officials to complete an incident report. This information may be obtained from any crewmember if the member is incapacitated.
4) Drivers who sustained injuries on the race track may be required to provide a physician’s release before he or she is allowed to race again.

11. PRACTICE

A. All cars and drivers that use the Mission Valley Speedway on practice nights must have a paid MVAR membership in good standing. The only exception to this rule is for specialty races/classes scheduled and OK’d by the board.

B. Only one car allowed on track at a time.

C. Practice times will be left up to track committee approval. Generally 6pm on Wednesday nights until dusk.

D. Pre-Race practice times will start between 4:00PM to 6:00PM.

E. Every person must sign a consent, release of liability and indemnity agreement prior entering the pit area. No person may sign for another individual.

F. No drinking or drugs allowed on speedway premises.

12. TECH INSPECTION PROCEDURES

A. GENERAL

1) All cars must be inspected by tech committee and any and all defects will be entered into a logbook. All cars must be teched prior to first time on track. All defects will be corrected before car competes in next race. Whether or not car is safe to race shall be left up to the discretion of tech committee.
2) Tech committee prior to any further competition will inspect all cars involved in serious accidents. In the case of rollover, the car and driver must be taken to pits to be thoroughly checked before permitted to run again.

B. POST-QUALIFYING TECH

1) The driver shall declare acceptance of track record immediately after timing in. Acceptance of track record will cause an automatic tear down of race car with no extra for gaskets. If tear down is refused, all you have is fast time for the night. Minimum inspection will be pump cubic inch displacement, check carburetor, and cam lift.

C. POST-RACE TECH

1) Mandatory tear down at championships for the top three point cars with fourth and fifth standing by.
2) Mandatory tear down at specialty races for the top three finishers in Main with fourth and fifth standing by.

13. GRANDSTANDS:

A. MAIN GRAND STANDS

1) Pit passes will allow participants into the main grandstand area.

B. PIT GRAND STANDS

1) Wristbands are required.

14. PIT MEETINGS

1) All drivers and pitmen must attend the pit meeting.
2) MVS reserves the right to penalize any driver not in attendance at the drivers meeting by placing him/her at the rear of the field for their heat and main event races if they see fit.

15. RACE PROCEDURE

A. TIME TRIALS

1) Each car will receive two time trials back to back as follows.
a) 1st. lap - green flag lap
b) 2nd lap - white flag
c) 3rd lap - checkered flag
2) Extra laps during time trials will be left to the discretion of the flagman.
3) Times will be listed in the pits.

B. STAGING

1) All cars must line up in the designated staging area prior to their respective time trials, heats and mains. Any car not staged and ready to go when the race in progress ends will lose their line-up spot and must take the back of the pack.

C. LINE-UPS

1) General
a) The driver that times a car in must drive it in the trophy dash and in the Main or take the back of the pack.
b) No Driver shall time in more than one car in the same class.
2) TROPHY DASHES
a) Starting position shall be determined by time trials.
b) There shall be a minimum of four cars in a trophy dash.
c) In case of tie on time trial, second time will be used. In case of second time tie, car timing in first will be awarded the position.
d) Trophy dash will be 6 laps.
e) Trophy dashes will be set up by head judge.
3) HEATS AND MAINS
a) Heats will run 2 laps per car.
b) Mains will run 3 laps per car, rounded to the nearest multiple of 5.
c) Specialty races will be the exception and will vary in length.
d) Maximum number of cars in a Heat race is 11. 12 cars will be split in A and B Heats. If car count climbs to 23 cars will be split into A, B and C Heats.
e) Maximum number of cars in a Main event is 22. 23 cars will be split in A and B Mains. Top two finishers in B Main can move up to A Main and still keep the points they won in the B Main. They must start at the back of the A Main however.
f) Heats and Mains will be lined up according to point averages with the highest average to the rear of the pack.

16. COMPETITION RULES

A. GENERAL

1) Once your car has lined up in the pits, you are governed by the rules of competition.
2) Judges will make up races as they see fit, not to contradict the rulebook.
3) After the race is set up, the flagman has complete control of the race.

B. TRACK ENTRY AND EXIT

1) Cars shall wait for Pit Boss signal before entering track.
2) Enter the track at east end and remain in the high lane until up to race speed.
3) Cars exiting the track shall use the high lane and exit at the west end only.
4) Maximum entry and exit speed shall not exceed 5 mph.

C. RACING

1) Anyone who finds that they cannot continue the race should get to the outside of the track. Before pulling off the track, always check behind and to the side so as not to cut someone off and cause a serious accident.

D. RESTARTS

1) Cars dropping out of place on the pace lap will not be considered cause for restart. After the first restart, cars will be lined up in a single file start.
2) There will be no restart unless the flagman thinks it is necessary.
3) If the flagman throws a red flag during the last lap of a race for any reason, two laps will be added to the clock. Racers that are able to continue will be realigned and given a green flag to restart, a white flag upon completion of restarted lap, and the checkered upon completion of final lap.

E. PASSING

1) After the completion of one lap, any car involved in an incident that brings out the red flag must realign per track officials alignment order. The car judged most responsible for the red flag will be the furthest back if able to continue with race. If driver refuses to take their position at rear of the pack, driver will be instructed to leave the race.
2) It is the responsibility of both the overtaking and overtaken driver to assure safe passing at racing speeds. A driver traveling alone may use the full width of the track, but once he or she is challenged, they must choose a lane to race in. Before passing, a driver overtaking a slower driver should attempt to present himself to make the overtaken driver aware of his presence so he can choose a lane. A driver attempting to overtake another car shall have their front bumper at the rear of the front door of the car being overtaken. Both cars shall maintain their lane.
3) Cars are not allowed below the solid white line at any time.
4) Cars that pass under the solid white line of the track will receive a black flag and last place points. If a car ignores the black flag, their scoring will cease.
5) If a driver is shown the "move over" flag (blue with yellow diagonal) for two (2) consecutive laps and does not move out of the racing groove to allow faster drivers to pass, a black flag will be displayed to that driver.

F. Rough Driving:

1) Rough driving will not be tolerated.

G. SPIN OUTS

1) The third unassisted spin of a car in any race will receive a black flag and last place points. Any driver who ignores a black flag will be subject to fines or suspension.
2) If a car(s) spins out and the red flag is displayed, the car(s) causing the red flag will be required to restart the event at the rear of the field.
3) If driver is observed causing other drivers to spin or lose control of their car, that driver will be warned, penalized or disqualified at the Track Official's discretion depending on severity.

H. ACCIDENT RULES

1) In case of collision or rollover, no one is permitted on the track until all racing cars have stopped.

I. PITTING

1) Cars must pull into the pits for repairs during the race, but must make up laps missed after the official start.
2) Cars may pull into pits for repairs when the race is stopped. Cars choosing to pit when the race is stopped or under caution will lose their position and start at the rear of the field.

J. FLAGS

1) General
a) Any driver who does not obey the flag rules will be subject to disqualification and/or fine. Where light signals are also used, definite understanding concerning these signals in relation to the flags shall be made before the race.
2) Green Flag: Start of race.
a) When the starter gives the green flag, cars must retain position until they have crossed the starting line. In all races, each car must remain in assigned starting position until the starting line has been crossed and the #2 qualifier shall not beat the #1 qualifier to the green flag. On restarts, the race will resume immediately when the green flag is displayed.
3) Yellow Flag: Caution
a) Slow down to cautious pace, hold position, and form a single line behind the lead car. NO PASSING. Do not race back to the start/finish line. Do not pass the pace car.
b) The yellow flag signifies caution and this flag will be given to the first car passing the starter. After the yellow flag is displayed, cars shall hold position until either:

i.  realigned by a track official.

ii. the green flag is again displayed.

iii.  the red flag, which would automatically stop the race.

c) Any driver attempting to improve his or her position while running under the yellow will be warned and returned to its rightful running position and faces possible penalty for delaying the race. Refusal to maintain proper positions will result in a one (1) lap penalty or disqualification form the event.
d) In case of a yellow or red flag situation, all remaining cars will revert back to the last complete lap.
e) Yellow flag caution laps do NOT count, unless otherwise stated at the drivers meeting.
f) Any lapped car may choose to go to the rear of the field, but still remains lapped on the score sheet.


4) Red Flag: Safely Stop.
a) All drivers must come to a complete stop where they are on the track.
b) The red flag means that the race must be stopped immediately regardless of position of cars on track. The red flag shall be used if, in the opinion of the starter, the track is unsafe to continue the race. Cars should be brought to the back stretch line if possible and kept on the track when directed by Track Officials.
c) Any driver not obeying the red flag signal shall be subject to disqualification, fine and/or suspension. Scorers will revert to the last completed lap for restart line up.
5) Rolled black flag pointed at car: Warning.
6) Black Flag: Disqualified
a) Pull off the track and go to your pit.
b) Driver will receive last place points and no pay for the night.
c) A driver must receive the black flag during the race to be disqualified with the exception of the last lap in said race. Anyone being disqualified during the last lap is to be notified within five (5) minutes after said race.
d) After the black flag is displayed for three laps, the car will no longer be scored.
e) Failure to obey the black flag will result in disqualification, suspension and/or fine.
7) Blue with Diagonal Yellow Strip Flag: Passing.
a) Indicates the leader and/or other cars are overtaking the car receiving the flag. Cars being given the flag must yield to overtaking cars and move up to the higher lane of the track or as directed in the driver’s meeting.
8) Blue/Red: Mechanical problem, go to the pits. May return when repaired with the approval of pit officials.
a) If a car is leaking any fluids, it is at the discretion of the flagman to give a mechanical flag requiring said car to pull off the track. Pull through to the pit boss to get info on what the problem is. Once it is corrected pull back up to the on ramp and wait Pit Boss's signal to return to the race.
b) Cars having loose hoods, deck lids, bumpers, dragging items, etc. that are detrimental to other cars, may be flagged off the track by the Blue/red flag. After fixing the car it may continue racing.
9) Crossed Flags: The race is at the halfway point.
10) White Flag: One lap to go.
11) Checkered Flag: Race is completed.

K. LIGHTS

1) Green Lights: The track is clear for race and race is in progress.
2) Yellow Lights: Slow down to cautious pace, hold position.
3) Red Lights: Danger, race stops immediately.
